Support to the Roll-out of Programme Budgeting Reforms
The roll-out of programme budgeting reforms project goal is to support improvements in the effectiveness with which public spending achieve government priorities, including priorities contained in PRSP. The project assists the Government to roll out its programme budgeting reforms to move to a results oriented budgeting system, strengthens the capacity of budget agencies to implement programme budgeting and a Medium Term Expenditure Framework (MTEF), strengthens the link between the PRSP, MTEF and Annual budget processes; improves the impact and effectiveness of government policy in achieving its poverty reduction objectives.
The project was launched in 2005 building on the successes of the MTEF project implemented in 2002-2005. Through the MTEF, DFID strengthened the strategic capability of the Ministry of Finance and Economy to plan and manage public expenditure. The project also supported the Ministry of Labour and Social Affairs to plan public expenditure on the basis ofpolicy priorities and cost benefits.
Starting from January 2006, additional budget agencies were added to the original pilot ministries, which was a step forward for rolling-out of programme budgeting to the whole of the Armenian Government.
