Armenian Public Sector Reform Programme

 

The Armenian Public Sector Reform Programme (APSREP) was launched in March 2003 to support the Government of Armenia in its poverty reduction strategy through the improved efficiency, effectiveness, accountability, transparency and responsiveness of all levels of public administration. The goal of the project was to improve the capacities of the national, regional and local administrations throughout Armenia for implementing effective policies to relieve poverty.

Specifically, APSREP aimed to achieve the following objectives:

  • more robust organisational structures in pilot government institutions to support improved  service delivery;
  • a more accountable, independent and effective civil service, and
  • enhanced access to information and citizen participation in the design, implementation and evaluation of government policy-making.
